Circular Economy Act

31/10/2025: HOTREC submitted its reply and position paper to the public consultation on the Circular Economy Act. 

02/09/2025: In August, the European Commission launched a public consultation on the forthcoming Circular Economy Act (CEA). The objective is to accelerate the EU’s transition towards circularity with the adoption of the Circular Economy Act by the end of 2026. On 1 September, HOTREC shared its draft submission to the consultation, along with a position paper to its members for feedback.

While the consultation primarily addresses waste management and recycling, we believe that certain sections (notably pages 31–35) are particularly relevant for hospitality and HOTREC, including:

  1. Waste collection – This is an opportunity to better explain how waste collection operates in the hospitality sector, highlight what works and what does not, and call for appropriate funding at different levels.
  2. Extended Producer Responsibility (EPR) – As the consultation focuses on EPR schemes and other waste management approaches, it is important to reiterate that hospitality operators are not producers and therefore should not bear the costs of such schemes.

HOTREC members can provide feedback to both the position paper and HOTREC reply by Tuesday 30 September 2025.
