Joint Statement: Call for Simplification and Enforcement of the Social Acquis
HOTREC has co-signed a new joint employer statement with Ceemet, European Banking Federation (EBF), and WEC-Europe, addressing the ongoing debate around simplification of EU social legislation. The document reiterates the need for a more coherent, predictable, and enforceable framework, noting that the current social acquis has grown to more than 70 pieces of legislation and has become increasingly complex for employers to navigate.
Key messages:
• Simplification is not deregulation, but a necessary effort to streamline rules and reduce administrative fragmentation
• A routine, structured review of existing legislation should replace ad-hoc simplification exercises
• Policymakers should prioritise enforcement of existing rules and avoid new legislation where adequate provisions already exist
• Areas identified for simplification include social security coordination, posting and notification requirements, and reporting obligations
The statement highlights that inconsistent national interpretation remains one of the most significant barriers for employers and cross-border activity. Strengthening enforcement and clarity at national level is essential before introducing additional legislation.
