New practical guidance – implementation of the Energy Performance of Buildings Directive (EPBD)

On 30 June 2025, the European Commission published a comprehensive guidance package to support the implementation of the Energy Performance of Buildings Directive (EPBD).
The EPBD aims to enhance the EU’s energy independence and security by increasing the rate of building renovation, setting the course toward full decarbonisation by 2050. The Directive entered into force on 28 May 2024, and Member States are required to transpose it into national legislation by 29 May 2026.
The new guidance package is designed to assist Member States in the transposition and practical application of the Directive. It includes:
- Delegated Regulation revising the methodological framework for calculating cost-optimal levels: provides the frame to set energy performance requirements that are cost-effective for building owners. It is accompanied by a guidelines document providing additional information
- Implementing Regulation establishing common templates for the transfer of information from national databases to the EU Building Stock Observatory (BSO): ensures that the BSO will receive high-quality, comparable data allowing proper progress assesment in the building sector
- A Guidance document (including 13 Annexes dedicated to specific topics): takes a closer look at the new modified provisions of the recast directive and provides interpretative and practical guidance in response to questions raised by Member States.
