HOTREC's contribution to the European affordable housing plan

On 7 May 2025, the European Commission launched a call for evidence on the upcoming European Affordable Housing Plan. The Communication aims to support Member States in increasing the supply of affordable and sustainable housing by tackling structural challenges and unlocking both public and private investment. 

In its contribution, HOTREC emphasised the importance of ensuring a level playing field between short-term rentals (STRs) and traditional accommodation providers by applying equal legal obligations across key areas such as labour, taxation, and safety. While the EU has made some progress through initiatives like the VAT in the Digital Age package and the STR Regulation, gaps remain. HOTREC continues to advocate for the Commission to encourage all Member States to fully implement the STR Regulation and ensure proper data collection to better address housing market challenges. The availability of housing directly impacts the hospitality sector, as workers often struggle to find affordable accommodation near their workplaces. 

Next steps

The Commission is expected to launch a public consultation later this year, with the adoption of the Communication planned for the first quarter of 2026.
